This summary covers the current status of Armenian legislation as compared with that of the EU as of 1 January 2005 in the fields defined by the Chapters of the National Programme for PCA Implementation.
The opinions and assessments provided are not considered to be thorough and all-encompassing. It should be mentioned also that the relevant experts have based their evaluations on already implemented screening results of the EU and Armenian legislations. The analyses undertaken have given an opportunity to the Working Groups to make comments on the current situation in Armenia and to provide their conclusions. |

Estimation of Transaction Costs during Tax Collection Process |

For the past few years tax administration reforms are among top priorities of the Government of Armenia. One of key areas of tax administration relates to the issues of tax compliance which reflects all aspects of the relationship between taxpayers and the state. This paper basically focuses on the methodology of estimating tax compliance costs and provides a number of empirical findings obtained form a survey conducted among 306 Yerevan-based business enterprises. The paper provides also an analysis of administrative costs of tax collection, as well as international comparisons in this regard. It has been prepared based on the relevant report elaborated by the Armenian European Policy and Legal Advice Centre (AEPLAC). |

Study of the Economic Impact on the Armenian Economy from Re-Opening of the Turkish-Armenian Borders
|
What would happen if the borders with Turkey were open allowing a free trade between Armenia and its largest neighbour? What impact would have this change on employment, incomes, trade, government revenues and expenditures as well as Armenia's economic structure? Those are the issues to be addressed in this report.
An econometric model is developed to estimate the trade volumes after the borders are re-opened, as well as a Computable General Equilibrium (CGE) model is developed and used to quantify the overall economic effects of re-opening the Turkish-Armenian border on the Armenian economy on the basis of estimated changes in exports and imports. |

The Report presents the analytical framework for assessment of concentrations, which is the most difficult and responsible part of the activity of competition authorities. Based on the assessment of possible effects of a proposed merger on competitive environment the competition authorities make their decision whether to approve or not to approve the merger. In this regard the Report provides the key aspects obtained from a peer review of the Law of the Republic of Armenia on Protection of Economic Competition (the Law) and the Draft Act on Concentrations. |

| Transportation Costs in Armenia |
| The importance of efficient transit systems for landlocked countries has been emphasised in numerous studies, reports and other publications over the last 30 years. There is a general understanding that, in spite of what has already been achieved to facilitate transit, national and international efforts and resources are still required to eliminate existing physical barriers e.g. inadequate port facilities and rail or road infrastructures, poor transport equipment, insufficient telecommunication facilities as well as any remaining non-physical barriers to the smooth movement of transit goods. |

Obtaining Official Market Economy Status Recognition for Armenia Introduction |
The main objective of this report is to analyse the process of obtaining official “Market economy status” (MES) from the EU and the US .
- To achieve this objective, the following issues are highlighted in the paper.the experience from other countries having obtained this status has been examined, including Russia , Romania , Lithuania , China , Ukraine etc.
